四大部會協力,共同促成 2016 國際濕地大會
Four Government Agencies Made 2016 International Wetland Convention in Taiwan a Reality
內政部營建署自97年推動國際濕地合作計畫,於98年辦理第一屆亞洲濕地大會,同年11月30日與國際濕地科學家學會(Society of Wetland Scientists,SWS)簽訂「2010-2015年濕地區域策略行動合作計畫備忘錄」,奠定國際交流合作重要開端。105年9月13日本部營建署會同行政院環境保護署、行政院農業委員會林務局、經濟部水利署、行政院農業委員會特有生物研究保育中心及林業試驗所共同辦理「2016國際濕地大會」,會中與「國際濕地科學家學會(SWS)」、「世界自然基金會香港分會(WWF-HK)」分別簽署「2016-2021年濕地保育(RSPA)合作備忘錄」,並與國內六大部會機關共同簽署「2016-2021年濕地保育部會合作協議」。強化濕地跨域與國際交流合作,提升我國濕地保育形象。
依據濕地保育法及國家濕地保育綱領之精神,全國濕地保育應建立在國土空間發展之基礎上,採生態空間規劃方法,以流域生態治理區模式、綠色基礎設施及地景生態網絡之理念,建構濕地藍綠帶系統。故濕地系統網絡相關單位應由內政部營建署(國土空間發展、濕地保育政策)、行政院農委會(里山倡議與濕地產業輔導)、經濟部水利署(河/海/濕地之水資源及防洪管理)、環保署(人工濕地污染防治及濕地環境教育)等共同協力、跨域合作,才能真正解決濕地保育之實務議題。本次大會特別整合內政部營建署、行政院環保署、行政院農委會林務局、行政院農委會特有生物研究保育中心、行政院農委會林業試驗所、經濟部水利署等六大部會機關之專才及相關資源,會中也透過分組論壇規劃,讓分工部會機關擔任各分組之主場角色,並予有效分工協調溝通,以發揮國內外合作交流潛在資源與經費效益之最大化。
部會協力事項包括: 國際合作備忘錄及部會合作協議內容確認、分組議題擬定、參與論文審查及口頭發表名單決選、分組行動策略預擬與討論、協助貴賓邀請、協助宣傳行銷、開閉幕儀式參與、部會長官出席簽署儀式、邀請部會長官提擬致詞稿、主持並參與部會分組論壇、參與各階段討論協商會議、參與綜合座談、共同擬具2016國際濕地大會台北宣言、鼓勵部會同仁出席大會、濕地市集活動攤位籌設、節目共同策劃與執行、現場工作人力支援…等。
因此,在本案籌備與執行過程中,由衷感謝水利署、環保署及林務局之出資與協力,讓2016國際濕地大會之資金與人力資源能更充裕,另也特別感謝本署國家公園組之大力協助,讓各濕地型國家公園能積極參與濕地創意市集活動,為本次大會畫下完美句點。

Acting in the spirit of Wetland Conservation Act and National Wetlands Preservation Guidelines, the protection of wetlands should be based on a robust national land development program, and defined by sound ecological space-planning, watershed ecosystem management, the green infrastructure, and landscape ecological network for the creation of a healthy, thoughtfully-preserved wetland system. That said, a collaborative work protocol created by Construction and Planning Agency(national land planning and development, wetlands conservation policy areas), Council of Agriculture (Satoyama Initiative and wetlands economy assistance), Water Resources Agency(water resource management and flood control program), Environmental Protection Administration (pollution control mechanisms for artificial wetlands and environmental education) should be in place to effectively address challenges facing wetlands conservation.
The Convention combined the input and support from Construction and Planning Agency, Environmental Protection Administration, Forestry Bureau, Endemic Species Research Institute of the Council of Agriculture, Taiwan Forestry Research Institute, and Water Resources Agency. Parallel sessions were conducted that allowed each agency to oversee and coordinate the discussions to maximize the cost-effectiveness of such collaboration.
Inter-departmental efforts were behind the confirmation of MoU of international collaboration, topic determination for each parallel session, the review of theses presentations, the choosing of oral presentations, the drafting and discussion topics for team visits, the confirmation of the guest list, marketing campaigns, the organizing of opening and closing ceremonies, the list of department heads in attendance for the signing of the MoU, keynote speeches by department heads, the hosting and participation of parallel sessions, group discussions, general discussions, the formulation of Taipei Declaration of Asia Wetlands, mobilization of staff participation in the convention, booth planning for the Wetlands Carnival, program arrangement, manpower support, etc.
Our deepest thanks goes to Water Resources Agency, Environmental Protection Administration, and the Forestry Bureau for funding the Convention and ensuring a successful gathering.
